Born in Summerville, South Carolina, he was a member of Lithonia Masonic Lodge #84 F. & A.M. and Plumbers & Pipefitters Union, Local 72 and owned his own business, P.I.P.E., Inc. Randall was preceded in death by his wife, Linda Reagin DeLay; son, Edward Harrison DeLay; parents, Myrtis Lee DeLay and Floride DeLay West; brother-in-law, Bill Woodall. Surviving are daughters, Teresa Richardson and husband Steve, Tiffany Davis, Tara Hill; Grandchildren, Tyler, Anna, and Gabriel Richardson, Chris and Blake Davis, Katie, Drew and Samuel Hill; sisters, Linda Carter Woodall, Nancy DeLay Caspersen and her husband Gary. A graveside service will be held 3 o'clock Thursday, January 11, 2018 at Fairview Memorial Gardens. The family will receive friends 12-2 Thursday at Henry Funeral Home, Lithonia.
